New Hopatcong Home Assessments Take Effect in August
Hopatcong residents can discuss new property values with company reps after first revaluation in five years.
Hopatcong residents have been mailed notices of their new property value assessments, which take effect in August, borough Administrator Robert Elia said.
Hopatcong Council voted last year to conduct a full revaluation of all properties in the borough.
While a revaluation was done in 2007, the soft housing market since 2008 created a situation where assessed values of properties are not aligned with the market value, resulting in a sharp increase in tax appeals.
Records show that Hopatcong's total assessed property value fell from $2.037 billion in 2011 to $1.996 billion in 2012.
The borough has 360 tax appeals pending, tax assessor Therese DePierro reported last year.
The owner of a home assessed at the borough average of $313,894 paid $6,524 in taxes in 2011, records show.
Elia said Appraisal Systems, the company that conducted the revaluation will begin holding meetings at the municipal complex to meet with residents about the new value of their properties.
The notice sent by the company detailing the new assessments contained the phone number that residents can call to schedule an appointment, he said.
The company will have representatives on hand beginning Wednesday, Feb. 13, Elia said.
They will hold sessions between 9 a.m. to 9 p.m. weekdays and 9 a.m. to 5 p.m. Saturday and Sunday.
The new assessed values take effect in August, he said.

Wake up people, everyone in the Borough is getting shafted. They have devaluated our properties to the point where we can no longer file a tax appeal because they are all below market value now. This was just a ploy to quell what might have turned into a town wide property tax revolt. The powers that be are still spending our money like drunken sailors, fancy street lighting on Hopatchung, yes it looks nice but even if it was paid for with a grant couldn't the money have been spent more wisely and keep in mind we will have to pay for repairs, maintenance and the electric bill forever. Same goes for the lighting and landscaping at the 911 memorial behind the Municipal building and the fancy electronic bulletin board at the municipal building, I could go on but the list would never end. There is one thing I'd like to see the Mayor and Council rationalize: the one inch thick bullet proof glass in the Tax Collectors office, really, the banks in our area aren't that well fortified nor do they need to be.
There is one thing that we all seem to forget, the Mayor and Council, who ever they may be at any given point in time are not the Borough of Hopatcong, WE ARE, do I have to say it any louder. If we keep voting people into the office that have a mind set that is not in sync with US we are getting everything we deserve and more.

Wonder if the letter mentions the property tax amount. If it just lists the new value of the house it's pretty much worthless. That would be silly so that's probably what it will have.

Letter? Do those of us who never saw an assessor get a letter? Would have been nice to know when they were coming so someone could have been at home. Certainly don't understand why they're coming to discuss these valuations when it seems like many people have not gotten a letter. However for Hopatcong, I guess that does make sense.

Not so much the rumor mill as common sense. Fact of life - taxes don't go down. The borough officials are having a difficult time managing the town finances with the current revenue stream. The assessment will merely more closely realign assessed home values with current market values - effective tax rates will rise, End result will be that most individual property taxes will remain on the same track.

Your taxes absolutely can go up because of the reassessment. I bought my house back in 2004 and when they did the assessment in 2007 or so may taxes went up 20.8%. It all depends on how much the value of your house compares to everyone else. If mine jumps 20% again the keys will be in the mailbox.
And I personally didn't see anyone going around doing assessments or leave any notice that they tried to do one. Curious if anyone saw them going around?

I spoke to borough hall today. Letters went out Monday. There was some type of delay, and appointments will not start until next week. YES - APPOINTMENTS. What the patch is actually reporting is the hours that appointments will be available. No one will be sitting in the borough hall waiting for us. The letter includes only value, not the rate-ables - so no tax information will be included.
Way to report, PATCH. Where's Brendan when you need him!!!!

Jeff the rate information is on apprasial systems website. The new rate will be just above 3%. I have to say that if my house is worth anything close to my current assessment and this new tax rate kicks in my first call is going to be to a realtor to get out of here.

Take 30% off your old assessment and you will probably be in the ballpark of the new one. Unless you built an addition or something. Doing the 30% mine would go up 7%. That would suck but not be shocking. Anything higher and I'll freak.

Jeff - I sure hope to God that is incorrect!!! I fought my taxes, and won, just last year. This is stating that my house has to be worth over $125k less than what was decided last year in order to pay the same amount or taxes this year!!!!!
Watching out for a MAJOR increase! More than $4k than last year, unless my home lost another $125k....

Who knows I just saw that the average was 30%, but obviously that can vary on an individual basis and that number could be mumbo jumbo for all I know. My house was assessed in 2008 at a laughable 205,800. Zillow which honestly isn't all that accurate has it listed at like 117,000. I'm guessing the assessment will be in the 140ish range. No letter today. :(

I was just assessed in 2012 after I fought it and won... so basically, I am already freaking...and this is before the letter too!!! 30% would be nice, and be about the same tax amount I am paying now.... fingers crossed!!! Let me know how you make out, and good luck!

Look, it's not rocket science! You will never pay any less. If you live on the lake, you will continue to pay substantially for that advantage. For those with extremely short memories, the only reason this all happened was because some property owners tried to beat the system by filing tax appeals which, in effect, shifted the financial burden to other property owners and they boasted about their activities. How stupid was that? The result was inevitable. Enjoy your new tax bill in August!

Observer-I have a 2,000 square foot home. I am taxed at a value that is $100,000.00 more than it was appraised at when we purchased it one year ago. I would say that I am carrying quite a bit more "financial burden" than I should have to. I should sit silently so Joe Schmoe down the road who has a much smaller home and smaller piece of property and is only taxed on a value of $15,000.00 more than it's appraised value doesn't have carry more of the financial burden? Your anger and frustration are misplaced. You shouldn't be maligning those who are trying to get an even shake, you should be demanding answers from our Mayor and Council as to how they are spending the tax dollars of these over valued homes and still have their hands out for more.

The real reason the reassessment was done was because the town lawyer and the tax collector fought legitimate appeals to the tune of tens of thousands of dollars of tax payers money.

Tammy & Watcher - I couldn't agree more. What is going on in this town? I just don't get it! watcher - I also 'heard' that information... That all the taxes are going back up - to make up for the legitimate appeals - like mine - that they lost in court. From the worksheet provided above - the rateables in the town are going up by about 60%. (my estimation based on current assessment & current tax $ amount vs. same assessment and new tax amount provided by the worksheet). I will have to wait and see in August,

@concerned resident didn't mean to suggest the tax assessor made money on the tax appeals. In one month last year the lawyer and tax appraisal company split $35,000 question is why wouldn't the town lawyer fight the tax appeals when they are making money fighting them? Did you save that much on your taxes to justify them fighting and losing in court? And yes I said in one month (that was not a typo) and by the reassessment they just restarted the cycle of appeals.......... and the beat goes on.

@Concerned taxes are already going up 2% for the schools the 4% mandate has many loopholes that can (and will) raise taxes even more. Why are we hiring full time people and paying benefits when most other companies are hiring two part timers with no benefits? Can we afford this right now? At least one of the people getting hired full time already has family working for the town. We are still doing the family affair thing and we can't afford it.

Agreed! I had to fight them because I was over 200k over market value. I never tried to beat the system... just pay a fair amount. My house is on the market, because it is no longer an advantage to be on the water... not with this school system at least! I can't afford the taxes and a decent school for my kids. It's sad really. 17 years ago (when we came here) this town was a lot different. Now it seems to be falling apart.

Ours are exactly the same. Assessed value down 21%. Estimated taxes up 22%. That's an increase of almost $3600!! Too late to call now for an appointment. Will call Friday morning. New assessed value more than $100,000 above Zillow estimate. Seems like the worksheet to calculate new taxes has to be wrong. How could the taxes possibly be going up that much?

cany believe what im hearing on here,its really simple....they... the circle of trouble were loosing money to the few who decided to appeal there propertiy taxes so they decide what looked like a move top please property owners by reassessing the whole town...and as its turns out it was all just a chess move to change the MULTIPLIER and now we have check-mate and our taxes stay the same or higher even with the lower assessment...how the ell does anyone knows there taxes went down when that wont be known until ...summmmmmer..... they just spent 350.000 thousand to reassess not drop anyones taxes,you people are comparing an apple to a orange

I just ran the numbers on my house. 2012 assessed value reduced 27% for 2013. Taxes for 2013 increased by 2.89%......not a horrific amount, but this is my net % increase BEFORE the inevitable budget increase. If the "anointed ones" can average this amount of tax increase for each home in the borough, they will have covered their asses for the $350K cost of the revaluation, other associated self-caused legal costs, probably pocket some additional cash AND then pull in some additional tax revenue with the budget increase. I thought part of the the process was to realign assessed values with appraisal/market values. I had a professional bank appraisal done on my home approx. 8 months ago which came in $35K higher than new assessment. Guess I should just keep quiet and be "happy" with my increase(s).

As much as I love conspiracy theories, what they are doing makes total sense.
When they did the assessment in 2008 the house prices were still super inflated, BUT they evenly split the money across the town based off everyone having the same inflated amount. So the price doesn't really matter. It's only used to figure out how to split the taxes across the town that's it. Don't compare to bank assessments it's in their best interest to inflate the assessment. That's how the whole housing bubble kept trucking along for so long.
People then saw that their house lost an asston (that's a technical term) of money in their house values so they appealed and that lowered their tax rate. So when they win the appeal their taxes go down and that causes an issue as now the money isn't evenly split.
SOOOOOO people that disputed their taxes rates recently and won will most likely see their rate go right back to where it was before. It's not some grand scheme... The same amount of money is being taken out in taxes + whatever it went up this year.
And yes they changed the multiplier or we would all have seen our taxes drop like a rock since the values were so far off.
We have plenty to complain about in this town don't get me wrong. The median salary in the schools is totally insane for where our school ranking is. The amount of honors classes available in HS is deplorable. I hit the character limit so I'll stop now.

Jeff G. I totally agree that the people who appealed there taxes are what got us into this mess. You are right that as long as everyone was reassessed at the same time, the taxes were spread out evenly, and the fact that your house value may have dropped didn't matter. People just don't get that. BUT, I never appealed my taxes and now with the lower value, but higher tax rate, my taxes will be going up considerably!! The assessment company has changed the tax rate they had listed yesterday, which would have caused my taxes to go up $3600. With the new rate, they are still going up $2600, and they make a point of saying that's without a budget increase, so it will be more. How can that possibly be fair? I've owed my house for 30 years. The house size has been the same since 1992. My taxes have never changed that much in one year.

I'd guess that they weren't expecting so many people to appeal. It's quite expensive to redo the entire town as we all can see. Terry when they did the reassessment in 2008 mine went up 20.8 % because my house wasn't properly valued compared to everyone else.
The guy right next door to me that had pretty much an identical house was paying over 1,000 dollars a year more than me. It is of course entirely possible that they just did you house wrong this time and I totally would setup an appointment to find out how the heck they came up with that value. Since mine isn't going up I'm not bothered.
I would gather that anyone that has a house near the lake is going to get pummeled by this reassessment. Reason being that anyone near the lake didn't have their value decrease as much as someone in the middle of the town. It's crappy, but hey at least most of those people might have the option to sell. I'll probably have to wait 10 years before I can break even. lol

Completely understand, but I don't see how the people close to the lake aren't going to get hosed. The value of the houses is always going to stay higher than the rest of the town. Especially with how the lots are setup. There's not much you can do to improve on the houses when they are crammed on a tiny plot in weird configurations.

Got the letter, in essence my house is worth $170k less but I will be paying $1200 more this year due to the 3% tax rate for this year. A 16% increase, and that's if there's no budget increase. Why do taxes just keep going up in a town that is obviously going down the tubes? School system is one of the worst in the state, where is my money going? Who would want to buy a house here? Wasn't there a 2% cap across NJ? I would love to join a Hopatcong citizen action commitee to take a look at the budget and see where all this money is being spent.

You would think with a no-vote, guaranteed (by recent state law) 2% increase in the school budget, programs could be retuned that would improve and make the school system more attractive but the word on the "educational" street is that Hopatcong's state funding will be cut by at least $1,000,000 for the '13-'14 school year. With enrollment declining because, in part, school choice has made Lenape Valley, and next year Sparta, more educationally attractive and viable alternatives, the future is uncertain. (School) taxes will go up 2%, less will be offered to fewer students, not a good forecast.

I can assure you that this information is accurate and came from a source within the Sparta School system. All the appropriate paperwork has been submitted. How long NJDOE takes to act is certainly another question but Sparta expects to be accepting students for the 2013-2014 school year. A call to the Sparta BOE Offices will confirm.

Sparta school system will be enrolling students from Hopatcong next year, how many students usually are permitted to be enrolled? This will be a great option for students rather than the Hopatcong school system only option

My understanding of the "Choice Law" allows the "sending" district to set a limit on the number of students but that limit must be reasonable and can be appealed to NJDOE. Parents of choice students receive a transportation stipend which I believe is $800.

Also - my understanding is that it is up to 10% of the receiving schools enrollment - depending on the availability. The problem with Sparta is that the 10% will be spread over numerous towns, if they even have the space for that many kids. My thought is that it will go into a lottery system, much like Lenape.

Based on the facts that Sparta has approached the NJDOE to become a choice school district and had completed an enormous addition to their high school just a few years ago, it seems they have the capacity to accept a substantial number of choice students. Hopatcong may eventually revert to a K-8 district!

I hate to burst anybody’s bubble but the real, hard truth is the amount of real estate taxes you will be paying, beginning with the August tax bill, will NOT be going down. You might think that your newly reduced assessed valuation might predict lower taxes but that is simply not correct. The total tax levy for the town will only be going up thus the tax rate will be increased. If for some unexplained reason your taxes remain the same, keep your mouth shut!

Yes, and remember the BOE is guaranteed a 2% increase without a vote! All those years the BOE budget was voted down and reductions were made, not so anymore. If the BOE budget does not exceed a 2% increase, it's good to go! How can this Governor ever claim he's held the line against property tax increases? What a fraud!

I would like to know, when did these people come around doing the assessments? I never saw these people. Did they just drive by real quick, or just sit in the office looking up properties on one of the sites and makes some type of adjustment???

At least in my case, they showed up unannounced while I was at home and asked if they could come in. I gave them the nickel tour and they were gone within 5 minutes. In the case of any neighbors that were not home, they did a simple "drive-by".
