BUDGET PROPOSAL CUT: Hopatcong's council and Board of Education from the school district's original budget proposal, which failed by 34 votes. The move meant no teachers were laid off. The decision also means school taxes on an average Hopatcong home assessed at $315,000 will rise $75.

SOLAR STEPS: The school district . But the borough said it must go to the zoning board for a land-use variance before it can get a building permit and begin construction on a plan that would bring most of the district under solar power.
