Former Sparta Councilman Files Ethics Complaints Against Two Current Members

Michael Spekhardt charged two council members with not recusing themselves from closed-door meetings on the fate of former Township Manager David Troast.

Former Sparta Township Councilman Michael Spekhardt has filed ethics complaints against two current council members, charging that they didn't bow out of two August closed-door hearings involving the recently-resigned township manager where they had a conflict of interest.

Spekhardt said council members Molly Whilesmith and Christine Quinn should've recused themselves from the closed sessions where the fate of former Township Manager David Troast was allegedly discussed, because the two had allegedly filed a police complaint against Troast that was later dismissed, according to a report in NJHerald.com.

The complaint against the two women will be heard by the state Local Finance Board of the Department of Community Affairs, which hasn't set a date for a hearing.
